May 14, 2012 Meeting Minutes
Present: WHA Chair Robert Campbell; Vice Chair Wilbur Gangaway; Treasurer Claudia D’Agata; members Don Berg and Laurel Millix; WHA Recording Secretary Brenda Sullivan.
Call to Order – R. Campbell called the meeting to order at 6:06 p.m.
Present to Speak – No members of the public were present to speak.
Old Business – Senior Housing project:
There was discussion about getting a response from the Board of Selectmen regarding water and sewer rates for the senior housing project at a fair market rate. D. Berg and C. D’Agata also talked about rates based on ratio of use.
R. Campbell emphasized that he wants all agreements solidified with the current Board of Selectmen. He also asked members to attend the May 21 Selectmen’s meeting if possible.
R. Campbell said financial consultant David Berto emailed him to request a decision on which bank to use. W. Gangaway said he is happy with Rockville Bank.
D. Berg was asked to contact the bank regarding the Federal Home Loan and let D. Berto know who the point person is.
W. Gangaway said he noticed there was surveying going on at the site. R. Campbell added that test borings also were being done.
D. Berg asked for clarification about how the engineering consultant Gardener-Peterson is paid. R. Campbell said they are under contract but that the test borings are outside the scope of work in the contract.
R. Campbell said he received an email regarding the predevelopment loan and payment number 6, and that the WHA has to provide information for the Department of Economic and Community Development (DECD).
New Business –
C. D’Agata said she received a Directors and Officers Liability Insurance form for the WHA.
C. D’Agata and R. Campbell said they would like D. Berto to look into using some of the infrastructure funds for secretarial/administration expenses.
There was discussion about the kinds of information the bank will need.
Approval of Minutes – In reviewing the April WHA minutes, D. Berg referred to comments about asking architect B. Crosskey about the cost of “sleepers” under the floors and said his primary concern is to have the best floors possible, especially in order to reduce impact on the joints, especially since these are older tenants. W. Gangaway agreed and said he is also concerned about cold coming up through the concrete floors on the ground level.
R. Campbell said that the design of the buildings creates a thermal break between the concrete slab and the outside of the building, which keeps cold from being transmitted to the slab, but that W. Gangaway should talk to B. Crosskey about his concerns. It may be that it’s a reasonable cost to run insulation across the entire floor (versus just the two feet that extends from the wall), he said.
R. Campbell said WHA members should make a prioritized “wish list” that can be used to add to or upgrade aspects of the project if there are funds available.
D. Berg moved to approve the minutes, seconded by W. Gangaway, approved unanimously.
Treasurer’s Report – C. D’Agata submitted the report which indicates a balance of $5,467.86 – the only expenditure being for the recording secretary services.
Correspondence – Information about a housing project in Brooklyn, CT called Creamery Brook.
Adjourn – At 6:50 p.m., D. Berg moved to adjourn, seconded by L. Millix, passed unanimously
